    which is better
    spacious 3 bedroom apartment
but on train line with passing train horns every 5 minutes ( double glazed glass helps somewhat but one bedroom still hears it louder and occasional sound of nearbye thudding trams aswell
they can live in it for a year and then rent it out or rent it out bedroom by bedroom so the thrid bedroom helps pay it off faster.
resaleability is alot harder on trainline with level crossings right nearbye

or a spacious 2 bedroom apartment
not on rail line in better location but still on main road. but no beeping trains right outside. no thudding trams nearbye
    much easier reselling

as new home buyers they would have to live in it for a year and then could rent it out or rent it out bedroom by bedroom so the third bedroom helps, so it may end up an investment rather than a ppr
but resale is much harder right near trainline and level crossing and trams.

Seeing as location does most of the heavy lifting in property, and you've stated that the 2 bedder is in a better location, with the limited info you've given that would be your better option. But of course there are a multitude of other factors that would need to be weighed up
