    Was the tiler a licenced waterproofer? You should have received a waterproofing certificate as they have to warrant their work for a certain number of years.

    Your original quote may have been high due to the need to warrant the waterproofing. Despite being a relatively simple job it's an onerous qualification to get and a lot of tradies will do it without being qualified and therefore don't warrant their work.
