If your tenant is moving out, would you (as LL) want to inspect on/before their final move out, or after?
When should the PM be looking at it?

As a PM there would have been regular routine inspections throughout the tenancy, I would also request to advertise and show prospective tenants through in the last 14 days, so I would have some idea of condition, but final inspection is after they have completely moved out and handed back keys. Only then can it be fully assessed and bond processed.
