    Aren't all of the issues raised the reason why these are developing areas?

    Services are planned but do not commence until a threshold is reached. Developers put in the required infrastructure eg road network and bus stops but aren't responsible to provide the service.

    Government planning falls short as they don't commence work on their own infrastructure until the threshold is reached. By the time it's delivered, the demand has outstripped the capacity and there's been no additional planning for further stages.
