Sale with interim OC for partiallhy completed project

    HI, I am looking at a property where a CDC was lodged and CC issued for a second story to an existing residence with a separate secondary dwelling to also be built at the same time. The secondary dwelling has been completed with a partial OC issued for the use of it however the house is now on the market without any of the proposed works being undertaken to the primary dwelling.

    I think I'm correct in my understanding that a final OC needs to be issued within 5 years, how does this impact a potential purchase - am I obligated to complete the works to get the final OC? Or is there an avenue to relinquish the approval for the works to the primary dwelling and obtain a final OC for just the secondary dwelling?
