Responsibility to remove a plant in a townhouse courtyard

Hello,

I own a townhouse in a small complex (NSW). One of the neighbours has a large (3m tall) self-planted weed (Lantana) in his courtyard. The courtyard can be accessed only via the unit. Our strata manager says it is the Strata's responsibility to pay for the removal. I am not convinced. What are the rules in regards to responsibilities of owners vs strata in small complexes?

Majority of disputes come down to whose property its on. Is the court yard common property or belong to that townhouse? This will very likely be your answer.

 

Thank you David. It is a private courtyard. I doubt it should be treated as common property. Will clarify with the strata manager once again.
