    I'm guessing Perth as you've said R20?
I would say it's a no on that, you can't get lower than 700 as that is already a special allowance.
Have you read the document that outlines the variations you are allowed for corner blocks?

The policy seems not very supportive of corner block with frontages of the same street name
"Corner lots with frontage to the same street name are not generally supported, however will be considered on merit against this policy, recommendation of local government and presented to the WAPC for determination."

Does that mean I need to seek special approval if I have a 800m2 R20 corner block with frontages of the same street name? Thanks

You would follow the standard subdivision approval process but it would be at WAPCs discretion to approve it.
