Is there a way to search entire suburb and return a list of lots with a minimum search size, regardless of whether property is on the market? e.g. using NSW LPI data on google earth (tried, can't figure out how) or a paid service like pricefinder?

    Pricefinder will certainly do it.

You could use six (download Globe plug-in) as suggested by @AlbertWT - find a property which sold, look at the price then download the last 5 years sales for the street or suburb, then manipulate the file. All free.
