    You're correct there but consider the actual probability of that eventuation

    P(injury or death) x P(them finding out you are suable) x P(actual liability x expected value of loss

    Maybe the actual proability is less than one's probability of dying everytime they drive to work in the morning

    We've just put a stop work order on a fitout in the foyer of a building. Dumb $#!+$ didn't submit a DA in a building occupied by council ordinance inspectors.

    What's the chance @scientist?

    Maybe you're right about chances too I don't know, not my situation to deal with, but generally that would be my approach - make decisions after considering risk properly instead of knee jerk "that's not allowed because it's the law" reactions. If I was OP I would look at what I can reasonably get away with, what are the consequences and likelihoods and decide on that.
