    I suspect there also an amount of protectionism going on... the local pubs and clubs want to force people into their establishments, there are probably a few donations/backhanders going on to politicians & police.
    Drinking in public places doesn't cause the mayhem they warn about, I can freely drink in parks, beach, trains, etc in Europe (and buy the beer for $1 in any corner store), and don't witness any problems.
