    If they can fudge baby milk powder...they can do anything. And they do.

    The corruption process usually starts as early as budgeting in the parliament, collaborating with the government in power, often it is massively inflated ( it can be up to 100% mark up).
    The "construction company" to win the project has usually been pre-arranged. This winning company often subcontracts it to another construction company at a much lower budget.

    Low quality materials and cutting corner works is used for the project to be profitable for the construction company.

    If something bad happens, the case will go quietly as many officials are involved.
