Say for example an education company that provides private tutoring services for high-school students is also an organisation endorsed as a Deductible Gift Recipient (DGR).

If i was to donate to to this organisation, I'm I able to enroll a child/little sibling etc into their 'free' private tutoring services? or would that mean the actual donation was not truly a donation?

Apparently, as part of my donation I'm given access to these programs for anyone that meets their criteria??

If you receive something in return, it is not a donation.

They sound like they are promoting a tax scheme and are defrauding the Commonwealth. A fairly serious concern.

It doesnt say much about their education intentions
