Is this concrete cancer?

    It looks like eaves lining which tends to be fibro not concrete.

    Yeah it's concrete with steel encased in it

    Doubt it
    Looks like water has come over the tile face, then back up under the sealant and has made the paint adhesion fail (bubbling-flaking).
    Maybe the concrete wasnt sealed or primed properly

    It is always worth getting on done especially if you can see issues that you aren't sure what they are

    Yep - photo 20210410-125430 you can see the reo, likewise in 124939.

    As for 125223, that's just rough formwork marks. 125228 is the fibro eaves lining, not concrete.

    Thanks Scott.

    Potentially how much would this cost to repair? I think about 2-3 balconies are like this. Strata have circa $50k in capital works fund and they have been in deficit in recent years with the admin fund.

    Is this a massive red flag and to stay away or is it something I should factor in to the price and get a building inspection done on it if I make an offer which gets accepted?

    It wouldn’t stop me from buying it. It would probably add $15-20k to the next repainting job. The painting would probably cost you more. BUT I would certainly use it as a bargaining point to try and get the last few $ out of the vendor in this market. If you allow $50k for paint and cement render repair then divide that by the number of units, I would go back and ask for an additional that much off the price.

    Do you know how much a balcony repair would cost? How do we know the issue isn't more apparent in other areas of this building

    Most of the pic's show poor building methods, with the reo bar being too close to the edge/side of the concrete, relatively easy to repair as per @Car tart comments

    Is more of a structural movement issue, I would like to see more above and below this pic.....
    Pretty much every building will have cracks and movement somewhere

    If you get a building inspection they may be able to inspect other parts of the building. Have you read all the past AGM minutes to see if the issue has been raised before and if they have quotes and plans to fix it?

    Yeah the strata report has the agm minutes. It hasn't been discussed once and the agm notes are for like three years.

    I can get a building inspection done but my dilemma is do I get it done before I make an offer or after?
