The articles mentions that "heavy fines or police action if people fail to comply with a compulsory 14-day isolation period ..."

Just wondering as a Property/Onsite Manager, what would be our responsibilities and where do we go to?
One of our friends told us that they know as a matter of fact someone just came back from an infected country but had been going out every day. Have told them that they should confront that person. In case the person refuse to comply, what can my friend do?

We are in Queensland so wondering which authorities to go to for this?

Hopefully we wont be made the "Police". Apparently in China, some Onsite Managers are required to check people as they come and go. Hope and pray that this will pass quickly.

    Testing times!

Report it ASAP. Doesn't matter who you are, if you know someone is breaking quarantine you should report it. Go to the police, they should know what to do from there.

The new rule came in from Sunday night only - when did your friend’s friend arrive back?

Some years ago, when Joh was running the place, the solution would have been a lot clearer, as the Police might have had a more proactive approach than they do now.

Although, this is just an observation, not a recommendation...

So maybe not the problem he’s suggested!
