    Unless it is an exempt approval then approval / cert is required. Changing internal rooms generally requires approval. ie adding a bedroom and reducing living space.

    Expectations on bedroom sizes has lessened over the years, so what was once considered only big enough to be a study is now fair game as a bedroom. I'd go option 1. Do nothing other than call it a bedroom. If it doesn't have a door I'd add one.
