Connected Services in Section 32

    I'm reading a S32 that says the Telephone service is not connected. My Google-fu has failed me and I can't find what "connected" means in this context. Does this suggest something specific about the state of the service, or could the remedy turn out to be anything ranging from phoning Telstra to having a line dug through ground/walls etc?

    The property is an apartment in a large building full of idiosyncratic warehouse conversions. I'd be stunned if there's no connection at least to the building. Who would I contact to make sure?

    It generally means that a phone line is available for an account to be established, but it's not currently connected. Ask the agent to clarify.
