During ,the building of a retaining wall the landscaper did not do a good waterproofing. Now in some parts of the wall moisture is always present. I was told that reinforsment bars will start to rust and concrete will be effected. Does anyone know how long it will take before concrete cancer is visible?

Hard to say. There are concrete caissons sitting on the beaches of Normandy that arent rusting in ocean water 80 years aftre the invasion of europe. (the type of concrete is reason) The rear of a retaining wall is supposed to have drainage (agg pipe and gravel) and even geotexile to limit the retaining wall being constantly wet.
