Cleaning water saving devices in taps and showers

    I wanted to know who's responsibility is it to clean the water saving devices in taps and showers. Landlord or Tenant?

    Clean what ? Its inside the tap. It gets washed each time its on.

    It is like a little pocket that is used for water saving and gets clogged up with fine particles from water tap over time. Personally I find I have to clean it out every year or so.
