You could use a terrarium or just turn an old aquarium upside down.

@Xenia I just picked up a couple Carolina Reaper's and a Habanero plant from Bunnings.

Also got Trinidad Scorpion Butch T, Trinidad Scorpion Cardi, Habanero and Bhut Jolokia (Ghost Chilli) from Ikea.

OMG really - best news today, thank you. My boy will be very happy.
no idea what we are going to do with them - can't use the damn stuff in food it's just too overpowering but a good feeling to say that you grow carolina reapers.

Getting some keys cut for properties tomorrow at Bunnings so I will look for them.
    thanks Brady :)

As others have said chilli needs very warm soil to germinate. Something close to a consistent 30degs.
I've heard that even watering them with cold water will halt the germination. So water with warm/hot water. Not tap water.

Some seeds also benefit from smoking. However I'm not sure about the chilli as you mention. It wouldnt hurt if you have a smoker to put the seeds in it for a few hrs.
(Now waiting for the smoking jokes)

Sadly I love chili - but highly intolerant (anything of the nightshade family turns me into a limb aching zombie).

A good friend has a fantastic, and successful, business growing and making chili sauces, might get a few tips:

Good to make some hot sauces, jams or into cooking in very small doses.
