For those of you who have undertaken developments requiring Town Planning Permission or Development Approvals, was the Town Planning Permit or Development Approval documentation included as part of the Building Contract?

DA conditions must be in the tender docs otherwise there'll be variations arising. Consult your architect.
Yes. The permit will come with conditions - many of which the builder needs to be aware of and adhere to - hence the permit documentation should be annexed to the building contract
Will the permit conditions suffice to be included or do the drawings associated with the permit also need to be included. There are the construction drawings which are more detailed than the permit drawings.
If you have construction drawings then this will suffice. Town planning drawings are obviously not-for-construction and will only be used as a guide/for tendering purposes in most cases
