Blind safety for kitchen window

    Hi,

    We are currently in the process of getting our house ready to rent out. I'm clear on the blind cord safety rules (cleats to be atleast 1.6m above the ground) but how does this apply when it's a kitchen window - we have a window behind our sink (so the window starts at the top of the benchtop). Does the cleat just need to be 1.6m above the ground? My thinking is that if a child climbs onto the bench the cleat is not 1.6m above their height, or does it not matter as it just needs to be 1.6m above the floor regardless of the bench being there or the bench height?

    We are in WA.
