    Why would the pm need to maintain the lawns?

    Sure, they can advise that it needs a cut and organise a lawn mowing service which you pay for. But after 5 weeks being empty in a warm environment, you could have asked for that service too.

    PM unlikely to do any repairs either as new one would have no funds from rent to do them, also, if you changed from one to the other, they more likely expect you to bring the property into good order and then they have a hand in helping maintain that order,

    It has been vacant now for 8 weeks and was never advised but they still had some funds in the kitty and manage another of my properties as well. Surely this would be part of the process of trying to get new tenants and I live inter-state.

    I wouldn't assume it's their job to do that unless I gave them instructions to do so.

    Sure the pm should be proactive and recommend it, but an owner would also know the grass needed a mow after 8 weeks empty - if you want it done, don't complain, ask them to do it.

    Is anyone actually talking (read: escalated the issue) to the owners of these businesses? If you don't get any action from the property manager, the owner/CEO should be the next port of call.
