    The only way a low ball offer walks is if it is a buyers market and you have the willingness to walk away.

    Verbal offer is not binding and has very little importance, same goes the offer in an email. Next time consider putting your offer (even lowball) on a contract signed, with date and expiry time if you want the sales consultant to take you seriously; else sales consultant will shop around with your verbal offer.
