Special Building Overlay and Basement

    Hi all

    I'm looking at a property(VIC) on S32 that states it has a Special Building Overlay clause. It is about 325 sqm. The intention is to knock it down and build a townhouse.

    Due to the smaller plot area, we are considering a basement garage, so we are considering a double-storey house with a basement.

    Question - since SBO is about flood-level flooring, will a basement be allowed? Should we even consider a basement?

    SBO is there because of the council stormwater system not being able to cope in times of heavy rainfall. Usually building a garage is acceptable, but above the “flood level”. Habitable rooms need to be 300mm above. I’d guess that the lot was created by subdivision - ask the council as you might discover some of the issues raised at that time. I’d avoid a basement
