    Yes, I can imagine that it wouldn't be nice if you are in a border town & need to do crossings, but my response was largely answering the 'will this devastate regional towns?' question. Those close to the border will be impacted, especially if they need to cross, but to suggest that all regional towns will be devastated is a far reach.
