Will SRO charge incresed land tax regardless of no subdivision

    After other peoples experiences...

    example:

    Pay land tax and council rates on 1 property (1 dwelling)
    - plan to build 4 townhouses on said property.
    - retain all 4 townhouses and rent them out, and not subdivide.

    I understand council will likely charge me 4 revised sets of rates (rubbish collection at a minimum) and likely rates collectively for all 4 will be significantly higher than what I am currently paying for 1 (regardless of the fact that I do not do a subdivision).
    Am I also right to Assume, that SRO (vic - state revenue office) will charges me 4 inflated land tax bills based on council 4 seperate council rates notices, regardless of the fact that I have not subdivided and do not have 4 seperate titles..... :(

    Can council do this and value the 4 dwellings at a higher value, even though the land is still on one title and not on 4 titles... or should the site value remain the same (i understand the capital improved value would possibly go up) but assume the site value should remain the same - and SRO calculate on the site value / not the increased.... capital improved value.....

    If you have one title you would get one set of rates to pay.

    but they could value the land higher.
