@fullylucky might have a better idea - I think that it's stalled as he can't source matching building building materials at the right price. It's looking more like a temple to Sodom & Gomorrah than a place of quiet reflection in the garden.

In Melbourne, the west had the sewerage facility. That's just one aspect.

Those aren't really considered 'west'. Ipswich, Goodna are and they are cheap.
Ghost suburbs are referred to as the 'Inner West' or the 'north west' where is just saying 'the west' generally means west south of the river.
North of the river you can't go to far west because you butt up against the hills.

There are no inland cities in WA. Unless you count Kalgoorlie, and the East side of Kal is literally one of the biggest holes in Australia.

Someone who comes to rent a room, who may look like a suspect terrorist, will wage jihad on his head if they find any Sodom worship or practice.

The Sodom may be saved though for those with power boards, Kmart heaters and other 5 star type appliances.

West of Melbourne the land grows little more than rocks until you hit Melton. The landscape is predominantly brown once you're out of suburbia.

East of Melbourne was historically orchards. Much greener landscape outside of urban areas. I suspect 150-200 years ago the land in the east made for better farming, which has led to it being more desirable.

In more recent times west of Melbourne has been heavy industrial. Most of the market gardens were in the east and north.

I can make the same geographic and farming arguments for Ballarat. The worst part of Ballarat is considered to be Wendouree West. Today the land to the west is more industrial, to the east it's potato and apple farms.

There is a water treatment plant in the south east. It's between Eastlink and Patterson lakes. Guess where you don't want to go swimming after heavy rain?
