Insurance value is merely the cost to replace said ring at retail prices. Nothing to do with the value second hand.

Is there no female you can hand it on to who may want to get it remade into something beautiful?

I've had a couple of rings made, where I've had jewelry and stones hanging around (or bought from the pawn shop for a pittance), and it costs way less than if I'd bought the finished product retail.

1/20th to 1/30 of retail.is about right for cash converters.
Cash converters offer convenience more than anything else and that comes at a drastic price as you have found out.
    I see two avenues:
    1. As your suggestion, spend 150 or so yo get a valuation and put it on eBay for say 500 (be realistic, likely won't get more than this)
    2. Take the hit (at cash converters)and get it off your head and move on.

I would recommend the second option.

I think you can get a rough valuation for free - it's only if you want a proper hard copy report prepared for insurance purchases that you need to pay.

Is it a diamond solitaire (one main diamond) or lots of little stones that add up to 1ct? You would have much better luck selling the former.

Do you know anything about the stone/s such as cut grade and type, colour, clarity, etc?

By far the majority of cases diamonds, gems and jewellery are bad investments.
They are mainly (in the majority of cases) there for personal use and enjoyment.
If that's not the case, then there are some decisions to make.
I would say, if you want to make (meaningful, say over 10k profit) money of this stuff, it should be at least 20k retail, but you mist buy much much cheaper than retail (mark-up in retail makes Sydney and Mel booms combined look like chumps), buy the best quality -4Cs and something with the beauty factor., and hold for at least 10 years, better for 15 plus years...and then hope for the best.
In the vast majority of cases, the answer will be simple - no thanks.

Basically the intent of the person giving it to you was lovely - money for your renovations.

BUT it's an older ring in a dated style that has a very limited market.

I would give the ring back to the owner and thank them for their lovely offer.

I thought it was a ring, not a tiara.

I wonder if you reset the diamond in a more modern setting and spend some money in the process, would you be able to create an end product worth more? Kind of like a cosmetic reno...maybe go halves with the savvy jeweler helping you...just a thought don't know how feasible it is.

I too am interested in off-market diamonds and I want to buy something other than caravan parts.

Midas Jewellers are insane with their prices. They quoted us for a ring we wanted 15k. We managed to get the exact same specifications for about half the price from a diamond merchant who makes his own stuff.
