If it has a ROW then yes I believe so. My project in Clarkson that I'm doing in my SMSF is 12m wide - so 2 x 6m.

Frontage is the width of the lot at the primary street setback line.

So if R20, what is the width of the lot at 6m behind, and perpendicular to, the street-front lot boundary?

The answer is 12m (obviously) so this is frontage.
