    My client has a Visa 132 Business Talent via, he seems to please he has permanent residency and is exempt from the foreigner tax stamp duty - is this the case? From my research, he is not consider PR. Who can I contact to confirm if this is the case?

    Hard to say as the duty and land tax issues are state based and may vary but are generally similar but not always. When the Class 132 BT Visa is issued it satisfies permanent residency (as the Class is named (Permanent) for that reason but this should be advised on by the immigration lawyer as acquisition prior to issue is not allowed under FIRB rules. The FIRB rules must be considered as departure from Australia and other issues can still trigger concerns or require property approval or registration etc.
