    The legal test isn't having a "genuine reason", its whether there are reasonable grounds to refuse permission for the pet. It is an objective test, not a subjective one.

    And its not like there's no legal guidance on what might constitute reasonable grounds or not - I've mentioned it repeatedly on these forums alone. You sound like you just want to put your head in the sand!

    Some of my criminal law clients say similar things - "The court will decide whether I'm guilty or not". Yes technically true, but as a lawyer with enough of the facts and disclosure, I have a very good idea which way it will go...
