It sounds like the Property Manager needs to be reminded that they work for you. At the very least you may end up with a court ordered payment plan.

I would not move to evict if the amount is low, but would breach.

lets say they owe 300, you have waited a while past req, you breach them, I tend to think if it doubled, or became a grand etc, you would need to do something, as bond may not cover.

But why would it ever get to ten ?

I have had people play this game too, if tenants want to be difficult, then ultimately you have more options, I wonder if your PM knows this person/s outside the rental system I mean.

    Yes totally see the problem.

And this is one of my gripes to the legal system. Not enough common sense. It'd almost designed to give lawyers a job to do.

If I had a home loan which comprised of repayments plus a $10per month admin fee.
If every month I didn't pay the admin fee. Eventually after a lot of warnings the house would simply be repossed and sold off.

I cant use the excuse "oh at least I paid most of it"

I've looked at all those links however unless a I'm missing something.
It's all links to unpaid rent. And other stuff
    But no mention of utilities.

And the termination notice periods for justified or unjustified

Breach of unpaid utilities is classed under "general breach"...

I have an IPin SE QLD and Gold Coast water bill usage 6 months in arrears.
When my first tennant left the PM didn’t arrange a water meter reading and I was left with the bill.
They couldn’t understand why I went off at them as I say I pay your wages not the tennant.
I now have become abusive towards them as it is NRAS I can’t change PM.
I swear the day the last NRAS payment gets paid I will fly up there and sack them on the spot.
    I feel your pain.
