Palms at a bit of a pain in the backside for that reason. I think the safety issue is a bit over the top, every second house in Brisbane has palm trees in the yard and I doubt most people world be paying to get them pruned regularly. A lot of palms are Self cleaning (Alexander, Bangalow, Cuban royals) but some aren't like the Cocos palms that are basically a weed and drop massive heavy fronds from time to time.

The problem I always have with Tennant's is where to put the fronds. I have picked garden beds in each place and asked them to pile up there. They compost down over time.
