    You should see what it's like in NSW. "Chocolate Wheel" is an apt description, and hopefully the nobody has run over the Adjudicator's football the morning he/she determined your application...

    Not even if you have a "DO Not Copy" security set that aren't returned?
    I think in that instance it would be possible to provide evidence of need to change locks due to tenants not returning originally provided keys.
