Towels will get used which is good. With toiletries if they don't like the fragrance or brand you chose then it becomes an "oh my god more redundant toiletries" gift that will get re-gifted to someone else. If you decide to go with toiletries, stick to hand soaps and lotions that live on the hand basin. Steer clear of body soaps that are used in the shower. At least nice pump hand soaps double as a showpiece for the benefit of guests.

A friend makes the most amazing handmade soaps from all natural products - no chemicals - and she does in bulk ... could always put your logo on the wrapping.

She recently did several hundred for a wedding - so bulk is not an issue (just time consuming because they are all made by hand)

Tell her the Spotty Dog lady from Handmade Hunter Markets send you :)

I have had the towels given to me, nice thick ones with a small well designed logo. I have used them until they are worn out, then they go to the dog!!! With the soap...I can't use it as I am allergic to anything with perfume. I have to use goat milk soap or the liquid plain soap. Bathroom accessories are great as long as they are plain that will go with any bathroom.

I think something nice for a bathroom theme like the suggestions above but probably not logo-d.
towels, soap dispenser, a nice waterproof radio

Places like Kmart have a good range of on trend bathroom products that you can make a nice gift basket with:

    My $31 gift basket
    1. $10 bathroom set http://www.kmart.com.au/product/bathroom-accessory-set---blue-tint/704827
    2. copper basket $12 http://www.kmart.com.au/product/copper-coloured-basket/655323
    3. 2 x hand towels $4.50 each http://www.kmart.com.au/product/metro-ribbed-hand-towel---red/102576

    $51 gift basket
    1. basket http://www.kmart.com.au/product/laundry-basket-and-liner/706857
    2. hand towels + bath towels rolled up (like picture)
    3. bathroom set

Something that is unisex and caters for non chocolate lovers or non drinkers :)

I bought my previous flame a bucket of KFC as my gift for her birthday.
[Needless to say, it did not last long after that.]
I had similar requirements you have : 30$ or maybe a bit more and you can buy in quantity.

No, it only lasts a few days. Especially if you don't put it into the fridge.

I'd totally avoid anything with a logo on it - it makes it about you and not about them. My first thought was good quality towels, but they can get very expensive. I also really like quality handwash for the bathroom - I got some Aesop handwash as a gift once and I loved it. I wouldn't normally spend decent money on something like handwash so it felt really luxurious.

@Jess Peletier The Aesop stuff is to die for and I did almost die at the price after being given some samples. But it does last a long time and smells divine.

I would instead consider a personalised gift.

More effort and cost but SIGNIFICANTLY more impact.
