Special Building overlay to be avoided?

    Good Evening All,

    I'm in Melbourne and looking for a property with the possibility of developing in 5+ years time.
    It might just be my luck but the last half a dozen addresses I've put into services.land.vic.gov.au have had a Special Building Overlay on them...

    Would the general consensus here be to avoid properties with SBO/areas prone to overland flooding?
