    Adrian Bayley completed all his prison mandated sex-offender training with flying colours and then raped and murdered Jill Meagher while still on parole.

    That's the problem with sex offenders, they are almost incurable. The recidivism rate is extraordinarily high.
    I agree that you can't discriminate against anyone because of their criminal history, but I can also completely understand why the young female tenant isn't comfortable with him living next door.

    Don't baby sitters need a working with children clearance via the RMS/Police?

    Very controversial if he stares contentiously.
