Residential Flat Building on 1000 sqm Block

    Hi folks -
    Considering to buy a 500 sqm block of land proposed to be an R3 near a train station, with a max heigh of 17m and an FSR of 1.4.
    Looking at future potential of this block, assuming a potential developer could pick this block and the one next door to make it 1000 sqm.
    I have some main questions:
    1. What is the feasibility of an apartment flat building on a 1000 sqm? Is that too small of a block for a flat building?
    2. Reading through the council DCP, they talk about site density of 40% in that area (landscaping requirement). Does that mean developer can only build on 400 sqm of the 1000sqm? Does this code superced the state's SEPP 65 (which I believe is the current apartment building code?
    3. Would such regulations make the site financially feasible for a developer?
