I want to remove a wall between our kitchen and the living area to make the apartment open plan.

Do you need council approval/CDC to remove a wall? Obviously would need a structural engineer to determine if it is non-load bearing and strata approval as well. I haven't been able to get an clear guidance online and the local council (Parramatta) just refers us to the environmental planning policy? Which would seem to suggest (if I'm understanding it correctly) that it would fall under a complying development? These planning documents are so hard to understand! It seems like a massive process to get approval even though strata and a structural engineer would have already approved...

    Thanks!
