My pool surrounding area seems to be painted concrete (maroon colour).
It also runs up the steps to the house.

Can I repaint this? And what douse it involve?
    It is of considerable space.

Is current paint oil-based or water based? But yes, once flaky loose paint is removed it should be able to be re-painted.

Yes it can be repainted .. Depending on the surface area level and the run-off you would have to high pressure
the entire area back too the base surface bare concrete then repaint ,plus there are a lot of high-low quality paints one can use but which ever paint you use add some bond-crete which is a bonding and sealing agent which help seal the entire area..imho..

I've got the same problem with older worn and flaking paint but it's painted concrete in the downstairs converted garage (now kitchenette / home brewing / hobby area). Internal concrete tends to have a smoother surface and obviously we can't use a pressure sprayer inside.

Any suggestions on how best to remove the paint (80 sq metres), prepare for repaint and best paint to use?

    Thanks in advance.

8" angle grinder with flexible sanding disc, coarsest grit sandpaper available, disposable paper dust suit & heavy duty dual cartridge dust mask.

Concrete/paving paint eg Berger Jet Dry or use a hydro-epoxy or two pack epoxy.

Something A lot easier than painting would be to use a roll on tinted sealer, perhaps investiagte this as an option also.

    After removing existing painted surface.

Get advice so that the surface after you repaint will be non slip
