"Re-bedding" roof capping, what's your definition?

    Before I start an argument and end up being wrong, I just wanted to know your views.
    I had my PPOR roof redone, which included re-bedding.
    Now, they've left the old lose bedding underneath. In my opinion, while they've gone over the top, they've not done what they said they would. Can I please get your opinion?

    The hole was done by me, by the way, to show the old bedding is still underneath.

    Unless they have relaid all of the loose cappings in new mud they have only done superficial repointing which will move and crack with the old loose bed.

    I had my roof re pointed with loose ridge caps re cemented.
    The quote to get all ridge capping removed and rebedded was double.

    That is pretty clear remove and replace approximately 100 tiles. That was the amount of quote I got for remove and replace.
