Property Raffle: is this even legal?

    Yes, she can’t lose.

    But it’s not technically a raffle. She is selling crap-looking enlarged photos of animals for $55 (?) each. With each picture you get a free ticket in a prize draw (the property).

    Probably how she gets around the law. You buy (and get) a photo so no rights to a refund as you got what you paid for- the prize ticket is free. Anyone buying one of her photos probably deserves all they (don’t) get.

    A similar thing was done in Newcastle to sell/raffle a bar - buy a "2 for 1 meal voucher" for $25, and you got 5 tickets in the draw to win the bar plus $30000 cash. The business was allegedly valued at about $150000, and the ticket sales brought in over $300000.
