I received a complaint from a council worker or garbage truck driver saying that the powerline to my property is low and their truck nearly hit it.

Question is what are my obligations?

I've contacted the electricity company to get them to have a look and currently awaiting their response.

You dont own it. You own from the back of the meter back. They should contact the owner of the poles and wires. Ausnet Services.
Until that happens its probably a no-go zone and they may stop emptying your bin if it creates a risk to their life. Can you locate the bins well away from the wires until then ?

No Go Zones and working around powerlines
