Potential zoning changes to PUZ1

    I'm coming close to auction for a house we would really like to purchase for a long term PPOR. A family friend has however let us know that he has heard of potential plans to build a substation nearby though I'm currently unsure of how nearby he means. He will give us further clarity in the coming days.

    Looking at the current council plans the closest PUZ1 area is 600m away from the house we intend to buy and currently occupied with some other infrastructure, though probably has the room to accommodate a smaller substation next to it. Is it possible for the council to rezone current residential or reservation land to PUZ1? If so how far in advance do they let residents know given it could impact nearby property values?

    Has anyone had any experience with this?
