Does anyone know a good plumber who will look for a solution rather than just saying something can't be done because it's not straight forward?

Depends on the problem to be solved.

S#it doesn't flow uphill but without any clue of the problem to be solved it's hard to recommend anyone.

Just like asking 'does anyone have a good lawyer? ' - the guy I'd use will get you out of speeding fines but is clueless when it comes to structuring a jv.

Looking at relocated a kitchen in an apartment block, apartment is on level 1 with garage below being the ground level (although another owner has exclusive use of garage underneath). Wanting to know if its possible without being too ridiculously expensive

@smator - Without getting too close to it, you'll need both BC and approval by the owner with exclusive use to enter into their garage and modify plumbing.

A fair bit of work even before it becomes feasible. Don't relocate penetrations, use the space within plinths to achieve your falls. If it means having 150-200 mm high plinths under some of your cupboards with doors covering the top of the plinth, it may be a better outcome than replumbing your kitchen.
