"The Opposition also wants a train to Morley, but will take a different route there and also plans for that line to reach Ellenbrook decades earlier than the Government proposes."

I was going to say, how many ways are there to get to Morley? But the answer is in the article:-

While both parties now view a Morley train as a key priority, the very different routes they take (Labor proposes an above-ground line splitting off from the existing Bayswater station) could be a big issue for voters in those electorates.
Without seeing detailed plans, a more direct route seems to make more sense. Bayswater Stn to Morley doesn't seem like it makes much sense. Alannah MacTiernan is on board with the direct route so that makes it interesting for McGowan.

A NEW $2.8 billion railway line for commuters connecting Perth to Morley via an 8km tunnel beneath Beaufort St needs to be “seriously considered”, according to Perth’s federal MP Alannah MacTiernan.

Either way, it looks we will be getting more PT, which is great!

There will definitely be rail upgrades around Morley and Ellenbrook. The biggest question is 'when?' It sounds like it's getting closer though. 5-10yrs maybe???

City of Vincent's TPS2 was on the agenda for WAPC on 8th November. I know many are waiting impatiently for those minutes to come out to see what, if any, changes might be requested and for it to move onto it's next step

Not strictly 'planning' though it impacts planning by placing increased importance on receiving all approvals in a timely manner:

New laws passed for buying lots off the plan

    Of key interest:
...until now, developers were able to sell lots in subdivisions before obtaining relevant approvals and land titles but the new legislation would make clear developers' obligations... Under the new laws, developers will be required to meet a number of consumer protection measures before entering into sales contracts... These include becoming the registered owner of the lot by a deadline set out in the sales contract... Sales contracts will now make buyers aware of the developer's situation and will provide a deadline for the developer to become the owner of the lot...

    Urban Growth Monitor 8

The PlanningWA Urban Growth Monitor reports on several key stages of the land supply process, however, its primary focus is the availability of land zoned for urban development. The GIS-based tiered land supply assessment model has been employed to provide a detailed analysis of the stock of land zoned urban or urban deferred within the Perth Metropolitan, Peel and Greater Bunbury region schemes.
