    Plan higher density around train stations, Minister urges

    Planning Minister Donna Faragher has urged local councils to update planning schemes, particularly around train stations, to make better use of expensive, publicly funded infrastructure.
    ...
    Committee for Perth chief executive Marion Fulker and Department of Planning director-general Gail McGowan have, independently, expressed concern that the needs and desires of a silent majority, in favour of well-designed density and increased housing choice, are being drowned out by a vocal minority.

    These concerns have taken on greater urgency with the Public Transport Authority’s admission that it was considering closing under-used train stations in inner-city areas.

    Closing train stations? Really? I am not aware of any under-used train stations :/

    But planning higher density around train stations makes a lot of sense to me.

    McIver and City West I kind of get. Not Meltham though. Even I use that station.

    Huge bunches of school kids use McIver, plus RPH staff and patients. I caught the train there yesterday incidentally, nice to see the house of ill repute which is close by is now a place of worship of another kind.

    They are one house short. Neighbour's got the higher zoning in draft plan. Dad's asking for the boundary to be extended or at least step down up the zoning on the draft boundary to interface better with new density.

    Has anyone read this draft? are they serious ?
    I cant read half of the figures because the text is too blurry. Too low resolution so its totally useless if i cant read names or understand the legend

    Proposed R-Codes amendments - advertising period closing soon
    Public comment on proposed amendments to State Planning Policy 3.1 – Residential Design Codes (R-Codes), will close Monday, October 10. The proposed amendments, as well as information on how to submit comments, can be found here.

    Kwinana Policy – Landscape and Tree Retention
    The City of Kwinana’s Council recently resolved to adopt Local Planning Policy No.1 – Landscape Features and Tree Retention. The policy aims to ensure that retention of landscape features and significant trees is optimised, with new structure plans and subdivisions to be assessed in accordance with the LPP. Further information on the policy and consideration of submissions can be found within the Council minutes, here.

    I haven't read this, so I am not sure if it has implications for retaining trees in small (duplex to quadplex) subdivisions, but it would be interesting to know. I may get a chance to have a flick through (but probably not as I don't have any current projects in Kwinana).

    City of Vincent have dramatically increased landscaping requirements in a somewhat confusing way via 2 conflicting policies.

    Changes to the DAP system announced

    • DAP reports will include more information on reasons for decisions
    Planning Minister Donna Faragher today announced a number of changes to the Development Assessment Panel (DAP) system.

    Mrs Faragher said the changes were a direct result of recent feedback from key stakeholders, including local governments, as well as suggestions made through the 2015 State Parliamentary inquiry.

    "These changes are primarily administrative and will ensure the system remains flexible and responsive, while more clearly communicating DAP decisions to the public," she said.

    "For instance, DAP agendas will be published at least seven days before a meeting, instead of the current five days, to provide more advance notice to the public.

    "Local governments will also be required to contact each person who has provided a written submission to a development proposal in their area, to let them know when the relevant DAP meeting will take place.

    "More information will be available around reasons for decisions, to ensure that the decision-making process is clearly communicated and can be better understood."

    The Minister said DAPs had delivered an additional level of technical expertise to the State's planning system since their introduction in 2011.

    "Like local councils, DAPs must make decisions based on a local government's planning scheme and policies," she said.

    "They provide a level of certainty and confidence that decisions will be made on the basis of proper and orderly planning.

    "The system has been comprehensively reviewed twice in the last five years and today's changes will ensure DAPs continue to provide the best planning outcomes possible for Western Australia."


    Development Assessment Panel system amendments
    • Provide an option to opt-out of a DAP in favour of a local government for developments, such as industrial warehouses, that will not significantly impact local amenity.
    • DAP agendas will be published at least seven days before a meeting - instead of the current five days - to provide greater advance notice to the public.
    • Local governments will be required to proactively contact each person who has provided a written submission in relation to a DAP application, to inform them of when the meeting will take place.
    • Responsible authority reports to include more information about why decisions can be made, to ensure that the decision-making process is clearly communicated and can be better understood.
    • DAP members and local governments to be provided with more governance support, where required.
    • DAP presiding members will be able to intervene in the 'stop-the-clock' process if parties disagree about the level of information that has been provided for an application.
    • Provide proponents with the option to choose between a local government or a DAP when requesting an amendment to a minor aspect of an existing development approval (Form 2).
    • Empower the Minister for Planning to remove DAP members who do not undertake the appropriate DAP training.
    • The maximum term of office for DAP members can be extended if a vacancy is waiting to be filled.
    • Add a reference to the DAP regulations that all Form 2 minor amendment meetings should be open to the public.
    • Changes to the DAP fee structure.

    Updates continue for State Building Regulations

    The State Government has continued its work to reduce red tape surrounding the building industry through removing outdated requirements from the State's building regulations.

    The next round of amendments includes:
    • Changes to demolition notifications
    • Fewer restrictions on building surveyors
    • Plumbers can access drainage plumbing diagrams online
