    If I had a penny for every time an expert had called ‘the bottom’ in the last two years in Perth...

    ... I’d have about one dollar! Which is still more than the average house price has increased!

    Vincent's published zoning maps (pdfs) don't yet marry up to Intramaps, am waiting to hear back from Vincent on confirmation of whether our place has been rezoned or not.

    The 2018 edition of the Map of Bushfire Prone Areas will come into effect on Friday 1st June 2018.

    All designated bushfire-prone areas will be coloured pink, while newly designated areas will have an additional blue cross-hatched overlay for the first four months of designation.

    From June 2018 you can view the new edition of the Map on the Department of Fire and Emergency Services (DFES) website

    Swan Valley planning framework review released for comment.

    An independent review of the planning framework that will help guide the future prosperity of the Swan Valley is now complete and open for public comment.

    Consultation for the report of John Kobelke's independent review of the Swan Valley planning framework started in August 2017, with views sought on matters impacting the future of the Swan Valley.

    The report can be viewed online at https://www.planning.wa.gov.au/swan-valley-planning-review.aspx, and local Swan Valley residents will be written to directly and encouraged to provide feedback until Friday July 20, 2018.

    METRONET extension to Byford reaches new milestone
    • Government forging ahead with METRONET Byford Rail Extension
    • Project proposes to extend the Armadale Line about eight kilometres south to Byford
    • Tenders for business case work, transport and land use planning and design now released

    Construction on the Thornlie-Cockburn Link and Yanchep Rail Extension is on track to begin next year, with the project definition plans for the METRONET projects approved by Cabinet. They will be submitted to Infrastructure Australia in coming weeks.

    I'll be watching the Thornlie-Cockburn lines closely, as one of the proposed stations will put my recently purchased property in the southeast corner of Parkwood closer to a train station (and hopefully small TOD hub).

    Strata Title Bill continues through Parliament
    Late last week, the Hon Dr Sally Talbot MLC, Chair of the Standing Committee on Legislation, tabled the Committee’s report into Part 12 of the Strata Titles Amendment Bill 2018 in Parliament. The Bill was referred to the Committee in September, due to concerns about the provisions for Termination of Strata Title Schemes and whether they provided sufficient safeguards for vulnerable people.

    The Committee received evidence about a broad range of issues arising from Part 12 of the Bill (Termination of Strata Title Schemes) with some stakeholders expressing concerns, whilst others indicated support for the proposed reforms. In response, the Committee’s Report notes that having considered the evidence presented, the Committee generally supports the policy behind Part 12 and the process it provides for the termination of strata titles schemes. The Committee has stated that it “is satisfied, in the main, that Part 12 contains adequate procedural safeguards and oversight by the Tribunal”.

    Nonetheless, the Committee has provided a total of 10 recommendations that it believes will further enhance the safeguards in place for those subject to a termination process. These include a requirement that following the receipt of a full termination proposal, the strata company must refer it to an independent advocate to review the proposal, identify vulnerable owners and provide those owners with additional advice as to their entitlements under the relevant legislation.

    The Legislative Council is currently debating the Committee’s recommendations and Government amendments concerning Part 12.

    I heard that one of the points still under discussion was that the currently proposed act only allows changing the strata's end of financial year data with a bylaw, rather the current meeting. This would affect many existing schemes that changed their EOY date.
