    State Government Home Building Project launched

    The state government recently endorsed a summary report of the Making it Easier to Build and Renovate a Single Residential Dwelling project. The key recommendations included in the report are:

    • The Department of Planning, Lands and Heritage, in collaboration with the Western Australian Local Government Association and local governments should investigate opportunities to reduce development application requirements and improve assessment timeframes.
    • A working group to determine the most effective and efficient way to collect and publish data on planning and building application process and timeframes, including considering publication through the MyCouncil website.

    City of Vincent's LPS2 is finalised.

    The old "Norfolk' precinct still has the max two dwellings per lot rule, effectively banning multiple dwellings from the area.

    Cooper and Oxley up the proverbial, impending US stock market crash yet the snake oil salesmen at Reiwa and the Property Council are telling the great unwashed to buy now before the markets soars back to pre 2013 levels.

    Another year of pain ahead IMO.

    Let’s not forget the US stock market ‘correction’ was due to a positive economic announcement, not the other way round.

    Council opens up public parks to resident food planting

    Residents in Perth's inner east will soon be able to plant fruits and vegetables in local parks and reserves without a lengthy approval process.

    The City of Bayswater Council last week voted unanimously to dramatically reduce the red tape around public gardens.

    Spearheaded by Deputy Mayor Chris Cornish, he said he believed it was the first initiative of its kind in Australia.

    "In essence we have created some very simple guidelines that allow residents to nominate a smallish section of their local park and plant some edible plants, whether that be a tree or something similar," Mr Cornish said.

    "If someone sees a suitable location where they'd like to plant a macadamia tree or something, they just have to phone or email the city, state what they want to do and where they want to do it.

    "They might get approval then and there, or if the officers have some concerns they will arrange a site meeting and might suggest a different spot.

    "Then they will get approval or written notice of why it has been declined."

    Unsurprisingly, the council has won widespread praise for its decision.

    The policy was inspired by residents who planted a garden, without permission, in a small reserve near Bayswater train station.

    "The residents of this little street over the last 10 years have started planting edible plants," Mr Cornish said.

    "It's fantastic, it looks good and it's healthy."

    Once established, the produce will be freely available to all; the planter won't have any particular rights to the tree.

    "The public owns the tree," Mr Cornish said.

    "One would hope for anyone to go down this course that they are more than happy to share the lemons or apples with anyone passing by. That is what community is about."

    Staff praised for overcoming red tape
    Mr Cornish credited council staff for their persistence in overcoming objections from the city's insurers around risk and liability to create the new approval process.

    "Initially the insurer said [residents] are volunteers for the city of Bayswater if they are going to be doing gardening and planting trees," he said.

    "When they become a volunteer with the city they have to do an induction course, their work needs to be checked and they need to keep a logbook of their hours.

    "Our staff went back and explained to the insurers that these reserves are generally zoned for recreational purposes.

    "Gardening is recreational so it's not volunteering for the city, it is utilising the land for the purpose which it is zoned for."

    The council motion also retrospectively approved the "guerrilla gardens" that have already been planted.

    Enthusiasts in Perth are overcoming brutal summers and strict quarantine laws to grow an array of tropical delights.


    Thefts won't stop us
    While the potential for plant theft or vandalism exists, Mr Cornish thinks the gains for the community outweigh possible downsides.

    In a reserve in nearby Maylands a lime tree planted by residents was recently stolen.

    "You have to accept that there are some ignorant people who want to vandalise and ruin things, but you can't let that stop you and the community from trying to do good," he said.

    "I frequently see, whenever I am [at the Bayswater garden], some people down the street getting produce and even people passing by.

    "People who plant on public land do it to share their produce, it's a great thing."

    A great initiative! Good to see the pencil pushers didn’t win out over fears of having to maintain ‘messy fruit trees’.

    DoPLH has released a Draft Position Statement on Housing on Lots Less than 100m2.

    The draft Position Statement provides interim guidance for the location and development of houses on lots less than 100m2 and an implementation mechanism to ensure consistent application across the State.

    Submissions close 5pm, 14 May 2018.

    The Perth and Peel @ 3.5million

    The Perth and Peel @ 3.5million land use planning and infrastructure frameworks to accommodate 3.5 million people by 2050 have been released by the State Government.

    The frameworks define the urban form for the next 30 years, limit unsustainable urban sprawl and encourage greater housing diversity to meet changing community needs. They provide guidance and certainty to State Government agencies, local government and the development sector.

    The plans – for the Central, North-West, North-East and South Metropolitan Peel sub-regions - determine where new homes and jobs will be located; make best use of existing and proposed infrastructure; and protect important environmental assets.

    They set the groundwork for the development of vibrant new communities, particularly around key transport links, including METRONET station precincts and activity centres, within a compact and connected city.

    They encourage significantly greater infill development with almost half of the required 800,000 new homes – 380,000 at a minimum - to be built through infill development. The majority of these – around 214,000 – will be built in existing suburbs within the Central sub-region and particularly through alignment with Stage 1 of the METRONET initiative...

    Micro lots add to affordable housing range in Ellenbrook
    Wednesday, 11 April 2018

    Perth's north-eastern suburb of Ellenbrook continues to build its reputation for innovative affordable housing options, with Housing Minister Peter Tinley formally opening two micro lot display homes today.

    The Minister launched the new homes - the first dwellings in a creative trial of 11 micro lot homes on green-title sites all less than 100 square metres.

    The micro lot project, a collaboration between the McGowan Government, Ellenbrook and developers Now Living, aims to challenge traditional concepts of the family home...

    Ellenbrook to lead Perth’s small homes movement

    A NEW movement in housing has been launched in Perth and developers say it's going to change the way we live.

    The future of housing has arrived in Ellenbrook where a new two storey home will go on the market for as little as $299,000.

    But there is a small catch - the block sizes have been shrunk to just 80sq/m.

    The new approach to housing is about making the most of the space available.

    The result is a two-storey house with 130sq/m of living space on a tiny 80sq/m block - the smallest in WA and only a little bigger than an AFL goal square.

    Troy Gorton, from BCG Residential, said even one or two metres of space could be maximised to create a two-bedroom, two bathroom home, with a full kitchen and living spaces on both floors.

    Nine more of the houses are due to be built by the end of the year and the developer is planning to add a further 250 in Ellenbrook over the next eight years.

    Bottomed out? Perth real estate market sales hits 25-year low

    Property experts are calling the “low-water mark” of Perth’s real estate market after 2017 saw the lowest number of dwelling sales in the metropolitan area in more than 25 years.

    Real Estate Institute of WA figures show just 26,223 sales of houses and units in Perth last year — the lowest number since 27,601 dwellings changed hands in 1990 during Paul Keating’s “recession we had to have”.

    The figures show that while transactions have dropped significantly, prices have been more resilient since the resources boom ended in 2014, when the median Perth house price peaked at $555,000.

    In that time, median house prices have fallen to $515,000, while prices for units, which peaked at $450,000 in 2014, have fallen to $410,000.

    WA Treasurer Ben Wyatt acknowledged the challenges facing the housing market, with stamp duty collections down $60 million between last year’s Budget and the mid-year review, and nearly $400 million down over five years.
