Looking at a block with endorsed plan for two. But from my understanding, this expires in two years? How likely/ costly is it to get it extended for another two years? And further two years if i choose not to proceed yet?

At some Council's it's a simple request for extension with no cost that can be granted by them. Generally you need a valid reason why you seek an extension and I don't think they would extend it twice.
Other places want a whole new application with a note that it's an extension so it can be re-assessed against any changed policies.
